The Harrington City Commission confirmed the adoption of the city’s updated comprehensive plan and discussed next steps for implementation, priority-setting and potential workshops to align the plan with capital-improvement and strategic goals.
City planning staff said the final comprehensive-plan document — including edits previously requested by the commission — will be uploaded to the city website following the meeting. Staff described the plan as a working document intended to guide land-use decisions, the planning commission’s rezoning work, and the city’s strategic visioning and capital-improvement planning in coming years.
The consultant and staff noted the comprehensive plan contains an implementation section with roughly a dozen to 14 goals; they recommended commissioners identify two or three priorities for 2025–26 and consider a focused workshop (potentially joint with the planning commission) to align goals with the budget and the capital-improvement plan (CIP). The consultant said larger updates are common every five to 10 years while smaller refreshes can occur on a three-year cycle.
Commissioners discussed public copies and printing quality; staff said the PDF uploads display text and high-resolution maps clearly though some printed copies may appear degraded due to scaling. Commissioners agreed staff should publish the official digital copy for public consumption and distribute the strategic-vision documents used in a prior workshop.
Several commissioners recommended scheduling a workshop or devoting time at a future meeting to identify top priorities and to coordinate with the planning commission on land-use implementation steps such as targeted rezones to match the plan’s land-use map. The commission set a goal to continue the discussion at a subsequent meeting and for commissioners to review the document and return with two or three priority items for further discussion.
The commission also discussed opportunities to coordinate the comp plan with the CIP and the strategic-visioning work already completed, and staff agreed to circulate the strategic plan and to post the adopted comprehensive plan online.
