Board weighs CDBG and Local Government Efficiency grants, directs staff to pursue sewer-related LGE application

Town staff briefed the board on several grant opportunities that could fund sidewalks, design work and infrastructure planning, and the board gave direction to pursue a Local Government Efficiency (LGE) grant for the sewer-extension/shared-infrastructure project.
CDBG: Brandy Nelson noted the Dutchess County Community Development Block Grant (CDBG) cycle requires letters of intent by Feb. 3 and full applications by March 3. The town’s earlier unsuccessful 2023 application proposed a concrete sidewalk extension on Route 9 from the flashing beacon by Holy Cow to connect Hannaford Drive, including a previously eroded footpath and accessibility improvements; Nelson said a similar public-facilities project could be competitive again and that CDBG can fund public facilities and certain water/wastewater planning.
Local Government Efficiency (LGE) grant: The board discussed the state LGE program (implementation grants up to $250,000 per municipality / joint applications higher) and the priorities used by the state (regional projects, municipal consolidation, water/wastewater, shared services, court consolidation and similar efforts). The board authorized the Supervisor to work with the town’s engineers to prepare an LGE application aimed at the shared sewer extension serving the Traditional Neighborhood Development (TND) area; the motion authorized pursuing the maximum available funding for a joint regional application if the village commits to be a co-applicant.
Board direction and next steps: the board asked staff to: (1) consult the county CDBG office for feedback about whether a combined sewer/water/housing narrative strengthens applications, (2) contact the village to confirm willingness to appear as a co-applicant and, if necessary, have the village adopt a contemporaneous resolution, and (3) produce a near-term project narrative and cost estimate to support an LGE submission prior to the Feb.–Mar. application windows.
Why it matters: both grant programs offer design and construction dollars that could lower the town’s capital burden for sidewalks, sewer/water design and other public facilities that support the town’s TND and affordable-housing objectives.
Administrative note: the board agreed to pursue the sewer-related LGE application as priority #1 and to develop a planning grant (for example, shared-court consolidation planning) as a secondary option if the LGE application requires a narrower scope.
