Osage County clears routine purchases, personnel actions and hears IT vendor presentations

The Osage County Commission handled a bundle of operational approvals and continued a planned information-technology vendor review at its Dec. 16 meeting.
Vehicle and equipment approvals: Commissioners authorized signing a lease-purchase agreement with First Security Bank for a county truck and approved awarding two trucks from local vendors (discussions referenced two new trucks arriving in January). They also approved a purchase order (PO#4005) to Angel Armor from the Sheriff's Fund in the amount of $11,850 for sheriff equipment.
Personnel and payroll: The commission approved two new hires in the sheriff's office, approved a new hire for a personal property clerk at $14.75/hr (start date to be determined), and granted a one-year step/raise for an existing appraisal office employee. Commissioners also adopted Resolution 2024-423 establishing 2025 election worker pay rates. A number of additional routine payroll and hiring items were approved by voice vote.
Licenses and other approvals: The board approved several cereal malt beverage license applications for local businesses (Char's Green Acres Pizza and others) and authorized the chairman to execute a lease agreement for an equipment purchase previously approved.
IT RFP vendor presentations: As part of a competitive procurement, the commission heard in-person presentations from several IT vendors: Century (managed services and document/print solutions), Helix Technologies, Lehi/Segar (TGS by phone), and local consultant(s) including a long-time county IT provider. Presenters described managed services, cybersecurity, backups, device and license management, and optional on-site weekly support. Vendors differed on insurance (some said their current certificates did not meet the RFP's five-year "tail" requirement but offered to obtain additional coverage if selected) and on pricing structures (fixed monthly packages versus time-and-materials). Commissioners did not make an award at the meeting; they scheduled contract award and potential interviews for Dec. 20 and instructed staff to follow up on insurance clarifications and references.
No large policy changes were made; most votes were approvals to proceed with contracts, hiring and routine payments. The commission asked staff to collect additional insurance details from vendors and to include county finance in disbursement/loan simulations for projects already discussed earlier in the meeting.
