Officials said the school building committee is finalizing a Stage 2 submission to the Rhode Island Department of Education (RIDE) and expects to seek council approval of that application in mid-February. A council-member presenter said that if RIDE approves the Stage 2 submission, the town would have a limited window — about six months from RIDE approval — in which to hold a bond referendum under state rules. That makes a summer or early-fall referendum plausible; staff suggested late summer or early fall after school resumes as a likely timing window.
Why it matters: Combining charter amendments with a required bond referendum can be administratively efficient but requires additional public vetting and deadlines for placing charter questions on the ballot. Councilors said the town should “get ahead” of any desired charter amendments now so they can be discussed, vetted and prepared for referendum submission if the council decides to place them on the same ballot.
Outcome: No binding decision was taken. Staff and councilors agreed to continue work with the school building committee and to reconstitute charter amendment discussions if there is interest later in the year.
