Background and procurement: Staff said the town previously sought bids without success and obtained two vendor quotes through a master price agreement. A federal Buy American clause had briefly delayed procurement but staff determined the federal threshold for “build America, buy America” did not apply because the project’s federal funding portion was below the statutory aggregation threshold.
Outcome: Motion carried; council voted to proceed with the award and funding appropriation. Staff said they would move forward with the contract and schedule installation.
