Westminster — The Westminster City Council on Feb. 10 authorized two contracts to replace heating and cooling systems at City Park and Westview recreation centers, voted to rejoin a statewide climate coalition and approved first reading of amendments to the city’s industrial pretreatment program.
The actions were taken during the regular meeting after public comment and staff presentations. Council also agreed to convene an executive session following the post-meeting study session to discuss city facility security measures under Colorado law.
Why it matters: The two facility contracts are the largest single consent items removed for separate public discussion; the council’s vote to rejoin Colorado Communities for Climate Action reverses a previous decision to leave that organization and restores a local seat at a regional policy table. Contract awards: The council authorized the city manager to execute a contract with Reliant Mechanical Services to renovate the pool heating and cooling system at City Park Recreation Center in the amount of $904,150, plus a 10% contingency of $90,415, for a total authorized expenditure not to exceed $994,565. Council also authorized a contract with Design Mechanical Inc. to renovate the heating and cooling system at Westview Recreation Center in the amount of $846,965, plus a 10% contingency of $84,697, for a total not to exceed $931,662. Both motions were moved on the consent agenda and carried on recorded roll-call votes of 7–0.
Climate membership: The council voted to adopt a resolution to rejoin Colorado Communities for Climate Action (CC4CA). Mayor Pro Tem Nirmala moved the resolution and Councilor Hutton seconded. The motion passed 6–1, with Councilor Ireland voting no. During discussion, sustainability staff described membership benefits as access to policy briefings, collaboration with neighboring municipalities, and representation on CC4CA’s board. Council members asked staff for periodic reports on measurable outcomes from the membership.
Code amendment (first reading): Councilor DeMott moved to pass Councilor’s Bill No. 1 on first reading to amend Westminster Municipal Code Title 8, Chapter 10, relating to the industrial pretreatment program; the motion was seconded and passed by a 7–0 recorded vote. Staff answered questions about wastewater sampling and monitoring procedures during the discussion.
Other procedural actions: The council approved the minutes of Jan. 27, 2025 (moved by Councilor DeMott, seconded by Mayor Pro Tem Nirmala) by voice vote. City Attorney Frankel announced an executive session to review city facility security measures pursuant to Westminster Municipal Code 1-13C(6) and Colorado Revised Statute 24-6-402(4)(d); councilmembers stated their names and confirmed willingness to enter the closed session.
What to watch next: The pretreatment ordinance will return for second reading and a final vote in a future council meeting. Staff committed to follow-up reports back to council on CC4CA activities and on design/implementation timelines for the HVAC projects.
