A speaker at the Feb. 24 Westminster City Council meeting accused the city of improperly billing residents after a rate change, and council asked staff to investigate and report back publicly.
Craig Russell told the council that some customers were not prorated for rate changes and called the practice “stealing.” “The city of Westminster is being a thief and it is stealing, through the water bills,” Russell said, urging correction and accountability.
Council asked staff to research the allegation. City Manager Jody Andrews responded that staff would investigate the billing cycle and prepare a “publicly available missive” for council describing what happened and any corrective actions.
Councilor Rosati and others asked for a clear explanation to be shared with residents. The city manager committed to producing a report and to take corrective action if staff finds a billing error.
