Westminster trims city manager’s office, launches overhauled Access Westminster and sets new website date

Andrews characterized the shift as a move to a leaner, executive leadership role that keeps department directors responsible for running their operations while the manager’s office provides strategic guidance. He said staff are focused on clearer lines of accountability and reallocating resources where they are most effective.
Communications Manager Andy La described recent and upcoming digital changes. City staff launched an overhauled Access Westminster customer portal last week, Andrews said; the tool is geo-based and includes a mobile app so residents can file service requests from a phone and attach photos. La said the city will roll out a redesigned, ADA-accessible website on March 18 to improve mobile access and expand digital engagement. He also described plans for deeper in-person outreach and targeted mailings for high-touch engagement.
The manager’s office also pointed council to a new online performance-measure tracker at westminsterco.gov/transparency. The presentation noted the city will continue departmental budget briefings and that staff will reschedule a finance department presentation that had been postponed because of illness.
Clarifying details: Andrews and his staff said the reorganization shifted work into departments and prioritized cross-training to meet demand without adding staff where possible. The Access Westminster portal is live; the website launch date was given as March 18 during council discussion.
