District staff explain FEMA hazard mitigation plan resolution; plan required to seek mitigation grants

Travis (county emergency management) told the board the hazard mitigation plan is a countywide, FEMA‑approved document districts must adopt to be eligible for FEMA hazard mitigation grant funding. "This is a FEMA‑approved plan that has to be in place in order to seek hazard mitigation grant funds," Travis said. The plan is updated every five years and the resolution before the board would formally make the district part of the county plan dated Jan. 24, 2025.
Staff explained that adopting the plan does not obligate the district to accept project costs. If the district later applies for a specific mitigation project and is awarded funds, FEMA typically funds 75 percent of the approved cost and the local jurisdiction (in this case the school district) would be responsible for a 25 percent local share if it elects to participate in that project.
Board members asked about access to the plan and possible local responsibilities. Staff said portions of the plan are not posted publicly for security reasons but that board members could review copies; they also confirmed the board would vote to approve any specific mitigation projects and local cost shares before committing funds.
There was no recorded vote on the resolution at the work session. Staff said they will place the resolution on a future regular meeting agenda where the board can adopt the plan formally if it chooses.
