County considers formal grant-administration policy to increase oversight of reimbursement-funded awards

County staff presented a draft grant administration and funding policy during the Feb. 24 Montezuma County commissioners workshop designed to provide clearer roles, responsibilities and oversight when departments and elected officials seek grants.
The presenter said the draft policy would standardize review of grant applications, encourage a SWOT (strengths, weaknesses, opportunities, threats) analysis over a simple checklist, and carve out exemptions for core programs such as social services and public health. The intent is to balance encouragement of grant-seeking with additional administrative review to limit county financial exposure from reimbursement grants or grants that require local matching funds.
“On a scale of 1 to 10 … this is probably a 3 as far as oversight,” the presenter said, adding that the policy aims to be permissive enough to encourage applications while adding necessary checks. County staff and commissioners said they supported more oversight after recent experiences with federal and state grants that can impose significant financial accountability and matching obligations.
A county official said the policy was within the board’s scope and would create another layer of review to identify financial risks and matching requirements prior to application. Commissioners did not object on the record and staff said they would continue refining the draft.
