Mary Bray, a district staff presenter, described a model using outcomes (TISA) funds to give a one‑time flat bonus to employees: $604 for full‑time staff and half that amount for part‑time employees. "Every employee full time would get $604 and then anybody that's part time basically would get half," Bray said, adding the calculation was similar to a prior ESSER bonus the district administered.
Board members asked whether the outcomes funds could instead be applied to recurring pay increases and how that would affect the district’s fund balance. Superintendent Tim Stepp and other staff explained that TISA/outcomes funding is recognized when received, that the amount for next fiscal year remains uncertain until the state’s December allocations are final, and that using the funds as a recurring pay increase would create a baseline budget obligation for future years. "If we did it as a bonus, it's a one time," Bray said.
Board members also discussed timing and budget impacts. Staff said the district could use outcomes funds for one‑time bonuses now or retain the funds in the fund balance for use toward pay raises during next year's budget process. Staff reported a projected year‑end fund balance around $6 million and said state minimum fund requirements are approximately $3 million, noting that recent pay raises have required drawing on fund balance in past years.
No final vote or formal appropriation of the outcomes money was taken during the work session. Staff said they would present more detailed calculations and legal guidelines for outcomes funds at upcoming meetings, and that the board will be asked to vote on specific allocations at a future regular meeting.
