Presenter Travis described the draft policy as a set of best practices that clarifies roles and responsibilities for departments and elected officials applying for grants. The policy calls for a grant-analysis framework using a SWOT (strengths, weaknesses, opportunities, threats) approach rather than a rigid matrix and includes carve-outs for core programs such as social services and public health.
Travis said the draft policy aims to strike a balance: encourage pursuit of grants while adding administrative review to reduce county exposure to reimbursement timing, match requirements and other fiscal liabilities. He compared the draft’s oversight level to other counties’ policies and described this one as modest (about a 3 on a 1–10 oversight scale).
Commissioner Stephen (as recorded) said he supports added oversight and that it is appropriate for the board and administration to provide checks on financial commitments tied to grants. Commissioners and staff discussed the need for clearer procedures and more “eyes” on grant commitments to avoid unintended budget exposures.
Staff said the policy is intended to be a tool to help departments evaluate grant risk and return, not to block appropriate grant-seeking activity, and that details such as timelines and review steps will be finalized in subsequent drafts.
