Board weighs using state outcomes funds for one‑time bonuses vs. pay raises; TISA resolution expected
Summary
District staff presented a proposal to distribute outcomes monies as a one-time bonus — $604 for full‑time employees and half for part‑time — and discussed using those funds toward pay raises. Board members also discussed a draft resolution to accept a $2,000 certified‑teacher bonus tied to state TISA legislation.

Cumberland County School District staff presented a recommended distribution of outcomes funds and the board discussed whether to use that money for one‑time bonuses or to apply it to ongoing pay increases.
Ms. Bray, a district finance staff member who prepared the payout scenarios, told the board "Every employee full time would get $604 and then anybody that's part time, basically, would get half." She said the proposal follows formats adopted by neighboring districts and resembles prior one‑time payments made with ESSER dollars.
Board members asked whether the district should instead use the outcomes proceeds toward base pay. Finance staff noted two constraints: the outcomes money can be used in different ways but a one‑time bonus would not create a recurring commitment, while using the funds to increase base pay would require budgeting for the recurring cost in future years. Ms. Bray said applying outcomes money to pay increases would make the raise budgetary, not a one‑time payment.
The board also discussed forthcoming state legislation and a required local resolution tied to the Teacher Investment Student Achievement (TISA) program. A staff member said the Tennessee Department of Education and state legislators have asked local boards to pass a resolution to accept a $2,000 bonus for certified teachers working directly with students; the language has not yet been fully defined and the board was told a formal resolution will appear on the Thursday meeting agenda.
The board reviewed their fund balance and budget constraints during the discussion. Finance staff reported a projected fund balance of about $6,000,000 and stressed that prior pay increases and required state funding steps had tightened the district's flexibility. Several board members suggested the board could decide to apply outcomes funds to pay increases at a later date if needed, and staff said they would provide the rules and a formal calculation of outcomes amounts and timing.
No final action was taken; staff will provide the rules text and a formal resolution for the upcoming meeting and the board will decide whether to approve the one‑time bonus plan or redirect the funds into recurring pay adjustments.
