Committee approves LAPD equipment donations; public commenters press for gift transparency

On the items before the committee: the chair recommended that items 2 through 6 and 9 through 14 be approved as consent. That consent motion passed on roll call: Councilmember John Lee, Aye; Councilmember Price, Aye; Councilmember McOsker, Yes; Councilmember Sotomayor Martinez, Yes; Councilmember Park was absent for that vote. The consent package included, among other items, approval to accept a nonmonetary donation valued at approximately $47,000 from the Los Angeles Police Foundation (item 6) and authorization for certain contracts and amendments described in the CAO and board reports.
Item 7, requested by Councilmember Sotomayor Martinez for a separate vote, was a report from the Board of Police Commissioners relative to a nonmonetary donation of a 2025 Ford Explorer police vehicle valued at $60,795 to the LAPD Information Technology Bureau from the Los Angeles Police Foundation. That item was approved on a separate roll call: Councilmember John Lee, Aye; Councilmember Price, Aye; Councilmember McOsker, Yes; Councilmember Sotomayor Martinez, No; Councilmember Park was absent at that time. The committee clerk later clarified that for item 7 the recorded votes were Lee, Price and McOsker in favor, Sotomayor Martinez opposed, and Park absent.
Committee members did not adopt additional reporting requirements for donors during the meeting, but public commenters and councilmembers expressed interest in exploring greater transparency around gifts and whether the city should require intermediaries to disclose original donors before the city accepts donated equipment.
