Virgin Town Council previews Feb. 12 meeting: sheriff contract, election administration, development agreements and BMX grant on agenda

The council member said the sheriff’s contract is up for renewal and that “the sheriff did talk about the price was increasing a little bit,” describing the increase as modest. The council will review the updated agreement and the scope of services before the regular meeting.
The county clerk is listed to handle the town’s November election, as it did previously; the council member said the clerk needs the council’s sign-off to proceed. The meeting summary also flagged an unresolved property issue involving “Arlen Ringerhoff” and a parcel of land near a church; the council member said town staff have asked Keith to review documents and expect an answer if the item is placed on the agenda.
Other items to be discussed include a consolidated sign ordinance that the council prepared for a single ordinance vote and a proposed amendment to an earlier zone change for a property owned by “Michelle.” The council member said officials had approved the zone change subject to a development agreement but did not include language in the ordinance itself making the zone change explicitly conditional; the council will discuss wording changes and the status of the unsigned development agreement.
Residents in the Rio De Sion neighborhood have repeatedly asked about a gate approved more than a year ago; the council member said the homeowners association has not delivered a memorandum of agreement the town expected and the HOA’s attorney has not returned a final version.
The council member said staff are drafting an interlocal agreement with the town of Rockville for shared use and billing of a field enforcement officer who attended another town’s meeting and has offered services. The council member said she will prepare a proposed interlocal agreement and billing method for council review.
The meeting packet includes a proposal to apply for the Utah Outdoor Recreation Grant Program, which opened Feb. 1 and closes March 17. The council member said the town would need matching funds if it applies and that staff commissioned an economic analysis by a local resident, Trevor, to evaluate whether investing town money in the BMX track would be justified. “If we do this, then we have to put the money in the budget for next fiscal year,” the council member said, noting grant award decisions are not expected until around June and awarded funds would arrive in the following fiscal year.
