At a Feb. 12 work meeting, the Virgin Town Council reviewed a slate of items planned for the upcoming regular meeting, including a sheriff services renewal, election administration by the county clerk, sign-ordinance consolidation, an interlocal agreement with Rockville for field enforcement services, and several land-use and development follow-ups.
Council members said the sheriff has proposed renewing the town’s annual law-enforcement agreement and that the sheriff indicated a modest price increase from the prior agreement. The county clerk has asked the town to sign off on the clerk’s continuing role in administering the November election, as the clerk did in the prior cycle.
Council members also discussed an unresolved property matter involving Arlen Ringerhoff and a boundary issue between a private home and a church; staff have sent documents to the town attorney (Keith) and the council placed the matter back on the agenda pending a response.
The council said it will present a consolidated sign ordinance for consideration at the next regular meeting. Members also plan to review a proposed org chart and discuss potential changes; the council said the org-chart review could be deferred if no changes are needed.
The council flagged a need to draft an interlocal agreement with nearby Rockville to define use of the town’s field enforcement officer services and cost-sharing or billing arrangements; a council member said they will draft that interlocal agreement for council consideration.
Residents of the Rio De Sion subdivision have repeatedly asked about a gate the council approved more than a year ago and requested a memorandum of agreement between the homeowners association and the town. The council said the homeowners association has not yet delivered the memorandum to the town and the council placed the matter on the agenda to prompt action.
On a previously approved zone change for a property described as Michelle’s, the council noted that although the zone change was approved subject to a development agreement, the ordinance text was not revised to include the conditional language. The council asked staff to consult with Heath (staff/attorney) about amending the ordinance language and to return with corrected documents. Council members noted they have received a copy of a revised development agreement that includes lighting provisions but said it is not yet signed by all parties.
Council members said most items on the agenda are routine and expected to move quickly at the regular meeting; they identified the sign ordinance and the BMX-grant proposal as the items likely to prompt the most discussion.
