Virgin council refines town manager profile; considers public role in interviews

The Virgin Town Council discussed a draft town manager profile and the hiring process during a Feb. 12 work meeting.
A council member said they had started adapting a template from a League of Arizona Cities and Towns publication, producing a preliminary profile and two draft acknowledgment letters. The council member said they did not complete interview questions and expected council members to edit the profile and related documents before posting the job.
Council members discussed engaging an HR contractor identified as Dan to help create a detailed job description, identify posting venues, screen applications and develop interview questions. The council member said Dan agreed to assist with those tasks.
Members also debated whether the public should be allowed to question finalists. The League template described a hybrid process where town officials conduct interviews and town residents then have an opportunity to ask questions; the council discussed adapting that format but expressed concern about unvetted or poorly framed public questions.
No formal hiring action or timetable was adopted at the work meeting. Council members said they will continue to revise the profile and bring a more complete package to a future meeting for formal action.
