Virgin council to seek state recreation grant to refurbish BMX track; matching funds required

The Virgin Town Council will consider applying for a Utah Outdoor Recreation Grant to refurbish the town’s BMX track, council members said during a Feb. 12 work meeting.

The grant application window opened Feb. 1 and closes March 17, and applicants must provide matching funds, a council member said. The state program will not announce awards until around June, the council member added, meaning any awarded funds would arrive in the next fiscal year and require the town to budget local matching money.

Council discussion centered on whether to present a proposal at the regular council meeting asking members to commit matching funds and to approve the application. Council members said Shyla (listed in the meeting materials) has worked with a local resident, Trevor, who prepared an economic analysis to inform whether the town should invest in the track.

Council members also noted the town does not have a signed agreement with the person currently operating or maintaining the BMX facility; they said giving that operator a formal contract should be part of budget planning if the town pursues the grant.

The council described the BMX item as likely to prompt the most discussion at the upcoming regular meeting, alongside a separate sign ordinance review. No formal action was recorded at the Feb. 12 work meeting.

If council members move forward with the grant application, staff said they will return to the council with a proposal that includes the required local match and any recommended contract or operating agreement for the track operator.
