The proposed changes create two distinct tracks: routine facility reservations (small gatherings, shelter use) and special-event activity permits for larger gatherings that require partial or full right‑of‑way closure, additional emergency-services review, or liquor licensing. Staff explained a 45‑day submission window for special-event permits is proposed so emergency services and referral agencies have adequate time to review. Fee schedules and deposits would be increased for higher-impact events to recover town costs when applicants leave cleanup or require additional staff resources.
Commissioners supported consolidating informal policies into enforceable code language but asked staff to confirm that the timeline and fee schedule remain competitive with neighboring municipalities. Commissioners also discussed exemptions and how summer camps or longstanding users would be treated; staff said those situations are evaluated case by case and that technical review will ensure adequate sanitary and safety planning.
The commission provided informal approval to forward the referral to Town Council for formal consideration and requested staff note alignment with peer communities and clarify the handling of recurring summer programs in the council packet.
