Basalt’s Planning and Zoning Commission approved the preliminary plan for Parcel 9, a 16-unit affordable housing building in the Cypress Meadows area, during its Oct. 21 meeting.
Town planning staff opened the public hearing and described the PUD review sequence (sketch, preliminary, final). The property is 0.46 acres inside the town’s urban growth boundary; the current preliminary application reflects a council direction to increase the project from 14 units to 16 units. "This item is a public hearing to consider an application on Parcel 9, Cypress Meadows," staff said during the presentation.
Design consultants said the building remains three stories with ground-level parking and two residential levels above. Sarah Tai of ConnectOne told the commission the team accomplished the council-directed increase by adding two units rather than shrinking unit sizes, and refined parking so most stalls are full-size. "The building has not undergone any changes ... with the addition of those 2 units, so a 16 unit building," Tai said.
Architect Scott McHale described livability elements (two-bedroom, two-bath units, 40-square-foot private storage rooms, decks), screening of parking openings for safety and aesthetics, and materials under consideration; the design team also emphasized wildfire-mitigation planting and on-site water-quality measures.
Commissioners focused questions on lot-line proximity to neighboring Lakeside townhomes (the team estimated the tightest corner is comparable to distances between the existing townhomes and described it as roughly in the single-digit-feet range), potential on-street parking on East Valley Road, and stormwater handling. Staff said CDOT had confirmed an access permit was not required, and that the town expects to budget road improvements to legalize/add parking adjacent to the rugby field. On drainage, the team said town engineering directed the current approach and that a civil engineer would provide more detailed technical responses before final permit.
A nearby resident, Barbara Klein of Lakeside Drive, urged the commission to consider visual and noise impacts from roof-mounted HVAC compressors and raised safety concerns about e-bikes on the adjacent multiuse path. "You're taking their view … and then you're adding something that's not very sightly," she said.
Commissioners reiterated requests for improved noise mitigation on the highway-facing side (higher STC where feasible) and asked the team to consider adaptable(Type A) units even though code thresholds for mandatory accessible units do not apply at 16 units. Several commissioners praised the design’s compatibility with surrounding multifamily buildings but asked the team to continue refining buffering and screening to reduce neighbor impacts.
After deliberation, a commissioner moved to approve the preliminary site plan "as presented" with the staff conditions in the packet; the motion was seconded and the commission voted to approve the preliminary plan with conditions. Staff noted the project will continue through the next permitting steps; the design team said construction would not begin before late 2027 at the earliest.
What’s next: The project will return for final plan review and permitting, where the commission and staff will expect more detailed civil engineering plans (stormwater detention/quality), final materials, confirmed HVAC location and sound mitigation measures, and any required easement adjustments.
