Basalt P&Z approves referral letter supporting Crown Mountain Park PUD amendments, asks county to require traffic monitoring

Basalt’s Planning & Zoning Commission voted Jan. 21 to send referral comments to Eagle County on proposed amendments to the Crown Mountain Park planned‑unit development, signaling general support for expanded recreational uses while pressing the county to study and mitigate traffic impacts.

Staff reviewed the Crown Mountain Park master plan summary, the draft PUD guide and a PUD guide‑compare exhibit and recommended a letter that affirms Basalt’s general support for the proposed uses while asking Eagle County to require traffic monitoring. The packet describes an expanded leased area on the southern portion of the site and a range of uses including an enlarged pond and wetlands, aging‑well amenities, enhanced wayfinding, a splash pad, trampoline and a smaller indoor training facility.

Representatives of Crown Mountain Park and its applicant told the commission the goal is flexibility. Nate Kritzinger, described in the packet as park staff, said the changes are intended to allow the park to respond to evolving community needs and that the indoor facility under consideration would be under 15,000 square feet. Doug Pratt of Land Studio, the applicant’s planner, told the commission, “The parking requirements will also be met, every time, if a use or a structure is proposed, then the parking requirements will be met for that use,” and said the master plan includes potential future parking areas and immediate plans to add parking.

Staff emphasized the applicant’s commitment to do traffic counts every three years and to complete an updated traffic study if warranted by growth in uses. The draft referral letter therefore asks Eagle County to ensure traffic impacts from additional uses are studied and mitigated as appropriate.

Commissioners asked whether adding uses to the PUD effectively granted blanket approval for future development; staff clarified that adding uses by right to a PUD does not waive subsequent limited impact or design reviews that would apply to individual structures and that the commission would still see individual development proposals above established thresholds.

With the referral deadline extended briefly by Eagle County, commissioners approved a motion to transmit the letter with staff’s revised language and directed staff to send the version adopted by the commission.

The commission’s referral will be provided to Eagle County and noted in Basalt’s internal post‑meeting update and five‑year capital improvements planning process. The county will schedule subsequent public hearings as part of its process.
