Planning Board recommends acceptance of Silver Hollow roads and releases completion bond

The Planning Board voted Sept. 2 to recommend that the select board lay out Bard Owl Drive, Blue Heron Court and Meadowlark Lane in Silver Hollow Estates as public ways and approved the partial release of a completion bond for the subdivision.
Steve Rosenfield, the owner's representative for Silver Hollow Estates, told the board the select board had previously voted its intention to lay out the roads and referred the matter to the Planning Board for recommendation under state law. Jenny Gingrich said the Conservation Commission issued its certificate of compliance and engineering had approved the as‑built plans. The Board of Health asked the developer to remove vegetation from a leach field and to reseed the area; Rosenfield said crews had begun that work.
On the financial side, Gingrich said the DPW engineering division recommended releasing the $249,509.75 completion bond while retaining a $40,000 drainage maintenance cash security to guarantee drainage performance for one year after road acceptance. An unidentified board member moved to release the completion bond in that amount; the motion was seconded and carried.
The Planning Department will continue to hold the septic and drainage securities until required work and warranty periods are complete and will record deed documentation after town counsel review.
