Planning Board approves site plan for 220 Turnpike Road with condition on wetland snow storage signage

The Town of Westborough Planning Board voted Sept. 2 to approve the full site plan review for the development proposed at 220 Turnpike Road, authorizing three office buildings and related site improvements subject to conditions set by planning staff and the DPW engineering division.
Town Planner Jenny Gingrich told the board that staff separated a findings vote from the decision with conditions and that "all comments have been received by the other departments, and so we feel comfortable that we can go ahead and make a decision on this." An unidentified board member moved to adopt the findings and the motion passed unanimously.
Gingrich reviewed the decision's conditions: the approval is limited to what appears on the approved site plan; on‑site trash and dumpster locations must follow the plans; the project is subject to any MassDOT permit provisions; the applicant must submit a construction schedule and hold a pre‑construction meeting with DPW; the town may hire outside consultants or inspectors; the applicant must provide erosion and sediment controls and performance security in the amount specified by the engineering division; the stormwater management plan must be reviewed and approved by the Engineering Division prior to building permit issuance; and certification is required for any subsurface infiltration system.
The board clarified one condition that had blanks for bond amounts: Gingrich said the amounts will be set "as specified by the DPW engineering division." The board also amended wording so that paved areas adjacent to wetlands "shall have signs posted at regular intervals specifying this is a no snow storage area." Gingrich noted that Patrick McCarty of McCarty Engineering would coordinate with engineering staff to confirm details post‑approval. McCarty told the board the remaining items were "just some small signage" and that he would handle the DPW clarification after approval.
The board adopted the decision and conditions under the authority cited in the motion (referencing MGL chapter 48, section 9 and the Town of Westborough zoning bylaw). The motion to approve the site plan was seconded and carried by voice vote. The Planning Office will require a site visit and submission of as‑built plans and easement documentation prior to issuing a Certificate of Occupancy.
