Summary

At its June 24 meeting the Westborough Select Board recorded the following formal actions and outcomes (all recorded votes were 4–0 unless otherwise noted):
- Job descriptions: Moved and approved updated job descriptions for two police administrative support positions (administrative assistant to command staff; executive assistant to the police chief), placement on the nonunion classification plan at grades 2 and 3 effective 08/01/2025, and waiver of posting requirements to permit internal promotion upon the incumbent's retirement. (Motion presented by a board member; recorded in the packet.)
- Assistant library director: Approved the assistant library director job description as amended and placed the position on the nonunion compensation schedule at grade 6. (Motion approved 4–0.)
- Classification plan and FY2026 implementation: Approved the nonunion classification plan and implementation steps, placing current nonunion employees on the new compensation schedule with step increases moving to July 1. (Motion approved 4–0.)
- DCAM 0 Lyman parcel: Authorized the town manager to work with the Select Board chair and Affordable Housing Trust to finalize a letter to DCAM urging an RFP approach (rather than auction) to preserve affordability considerations and authorized the chair to sign the letter. (Motion approved 4–0.)
- Water regulations: Approved updated water regulations and directed town manager to ensure town-council review; if town council proposes substantive changes the regulations must return to the Select Board for a vote. (Conditional approval 4–0.)
- Acceptance of vehicle: Moved and approved acceptance of a donated 2025 Ford F-350 Tremor 4x4 from the Department of Homeland Security for the Fire Department; the only anticipated town cost is insurance (~$500–$1,000/year). (Motion approved 4–0.)
- Event and signage approvals: Approved lawn sign placement and flyer requests for the Sustainable Westborough EV expo; approved closure of West Main Street for the Westborough Fire Foundation Jingle Bell Run in coordination with police and event partners.
- Intermunicipal animal-control agreement: Extended the agreement with Shrewsbury and Grafton through 06/30/2026; Grafton continues to reimburse Westborough for a portion of costs.
- Procurement/RFP action: Moved to cancel RFP 22-0080231 for 231 Turnpike Road pursuant to counsel’s recommendation and procedural authority.
- Appointments and minutes: Approved a slate of committee appointments and reappointments and approved the meeting minutes of June 6 and June 10 (with a clerical convening correction for June 6).
Board members said staff will follow up on implementation details (meter-replacement outreach and commercial cost-sharing, RFP letter finalization, and trail-notice documentation) and return to the board if substantive changes or new facts emerge.
