AFC tweaks funding language for stormwater and sewer enterprise items ahead of Town Meeting

At its March 13 meeting the Westborough Advisory Finance Committee recommended technical wording changes to several enterprise-funded articles to reflect actual funding sources and timing.
Speaker 5 told the committee that stormwater retained earnings will not exist until after July 1 because fiscal 2025 was the first full year of stormwater billing. For Article 11d (a $96,000 request identified in the meeting), Speaker 5 recommended changing the funding source language from "stormwater retained earnings" to "raise and appropriate within the stormwater enterprise fund," which would appropriate existing enterprise fund balance rather than an unavailable retained-earnings balance. "We wanted to make you aware of that so that you weren't surprised," Speaker 5 said.
Committee members agreed this technical change will not affect rates or what residents pay; Speaker 5 said stormwater rates are set and the adjustment changes only how the motion is worded on the warrant. The committee updated its recommendation text to read: "AFC recommends the town vote to approve this article using free cash, sewer and water retained earnings, and raise and appropriate through the stormwater enterprise fund." Separately, members discussed Articles 10a and 10b and agreed the motion wording should say "a borrow from the Sewer Enterprise Fund" rather than "sewer retained earnings borrow," to reflect that the transaction will be a borrow paid from current sewer enterprise funds. The committee did not indicate any change in amounts or intent, only clarified wording for accuracy on the warrant materials.
These wording clarifications were accepted as technical edits and will appear in the AFC remarks and the warrant language presented at Town Meeting.
