AFC recommends approval of wastewater and water enterprise budgets ahead of Town Meeting

The Westborough Advisory Finance Committee on March 13 recommended that Town Meeting approve the wastewater treatment plant expenses and water enterprise expense budget lines as presented in the budget table.
Discussion focused on inflation assumptions used in planning. Speaker 2 reported that members of the wastewater treatment plant staff explained a higher CPI (about 8%) for the relevant regional index while the water-treatment projection used a 5% assumption; Speaker 2 said staff assured the committee that users will be billed only on actual amounts and that the committee could expect lower numbers in future budgets. "I was assured that even if we voted it at the higher number that the users would only be billed on the actual amount," Speaker 2 said.
Speaker 4 moved that the AFC recommend the town vote to approve the wastewater treatment plant expenses and water enterprise expenses at the amounts listed on the budget table; the motion was seconded and passed by roll-call vote with all recorded members voting yes.
The committee noted the CPI will be set in May and that projected figures can be adjusted in future budget cycles. The AFC’s recommendation will accompany the enterprise-line items at Annual Town Meeting.
