The House Administration Committee voted to release Senate Bill 224, a technical correction to Title 11 of the Delaware Code relating to the Department of Corrections. The measure clarifies that the Department "may promulgate regulations" rather than "shall promulgate regulations," a technical change following enactment of earlier legislation, Speaker Minor Brown said.
Speaker Brown told the committee the change responds to a request from the Department of Corrections after enactment of Senate Bill 10 and is intended to correct statutory language about regulatory authority. Paul Shavik of the Department of Corrections and Kevin O'Connell of the Office of Defense Services attended the hearing; no additional testimony was offered.
No members of the public signed up to comment either in person or virtually. The committee took a roll-call vote to release SB 224; the clerk announced the motion carried. The transcript records the motion to release by Representative Spiegelman with a second by Representative Dukes and 'yes' votes recorded in the clerk's roll call.
