Select Board reappoints leadership, backs Cedar Swamp MVP support and approves signs, permits and appointments

The Westborough Select Board on March 25 completed several administrative and policy actions affecting town operations and community events.
Leadership: The board reorganized following recent elections, appointing Ian Johnson as chair and Shelby Marshall as vice chair; both nominations were approved unanimously with five members present.
MVP grant support: Staff described a Municipal Vulnerability Preparedness action grant application to study Cedar Swamp watershed, culvert sizing and resilience measures; the town would provide an estimated $50,000 match (cash and in-kind) if awarded and would place a warrant article at fall town meeting for appropriation because the grants are reimbursement-based. The board moved to authorize the Select Board chair to sign a letter of support; the motion passed 5-0.
Signage and events: The board granted Sustainable Westborough permission to place temporary lawn signs at the Westborough Golf Club and the Nelson Ball Pickleball Courts to promote the towns Environmental Action Fair (scheduled dates were provided to the board), after discussing precedent and sign locations on town property.
Administrative items and licenses: The board approved an updated Community Development administrative assistant job description, granted a livery permit to Step by Step Contractors LLC (Silverio Silva), issued an Arbor Day proclamation for April 25, accepted several volunteer appointments (animal inspectors, a trustee to the Affordable Housing Trust, historical commission associate, two Veterans Advisory Board members) and approved meeting minutes for Feb. 25 and March 4 with a call to correct a packet formatting error.
Executive session: Near the meetings end, the board voted on a roll-call to enter executive session to discuss litigation strategy and real estate negotiation under state statute; the chair said returning to open session would be detrimental to the towns negotiating and litigating positions.
