He added the bill preserves appropriate oversight by keeping the board advisory to the Delaware Health Care Commission and supports workforce measures such as a residents’ loan repayment incentive.
A roll call recorded 21 yes votes and the Senate declared SB191 passed. The clerk noted Senator Patty John was initially recorded absent but later recorded as voting yes. No floor amendment or extended debate was recorded on SB191.
The bill now proceeds through the standard enrollment and transmission steps in the legislative process.
