Committee backs bill to standardize local straw and stirrer rules, allow certified alternatives

Sen. Bradley presented SB 958 to prevent local ordinances from specifying only one material (for example, paper) and to require that local straw/stirrer rules allow a broader set of certified, renewable and marine‑biodegradable products. Bradley said this approach preserves environmental protection while enabling municipalities to benefit from new product technologies.
"These ordinances block communities from benefiting from new technologies that could perform better while still protecting our environment," Bradley said, and he asserted that some paper straws have been shown to contain PFAS. Senator Smith thanked the sponsor, expressed general support but asked about market availability and cost; Bradley replied that the bill sets standards and references certified testing bodies and that products exist that meet the criteria.
Three individuals waived or waved in support. With no substantive debate, the committee voted to report SB 958 favorably.
