Blufftown Council approves road contracts, drainage work and short-term fund transfer

Blufftown — At its Dec. 9 special meeting, the Blufftown Council approved several contracts and a short-term internal transfer to cover contractor bills and upcoming expenses.
The council approved a Notice to Proceed for Jones and Demille so construction could begin as scheduled. It then approved a $39,530 contract with Sondregger Construction to install 5 inches of road base and 1.5 inches of crushed-asphalt surfacing on East Blackwood Oaks and to address related drainage issues; the figure reflects a reduction from an earlier $49,530 proposal, a councilmember said.
Council also approved a not-to-exceed payment of $2,500 for roadside drainage and shoulder improvements at the intersection of Twin Rocks Drive and Highway 191 for Helgerson Property Management; staff described prior recurring cleanups at the steep intersection and said the scope includes labor, equipment and materials.
To ensure timely payment for the approved work, the town manager requested transfers from the PTIF (Public Treasurer's Investment Fund). Staff requested a PTIF transfer to cover Sondregger's bill and other road work and additionally sought a PTIF transfer of $30,000 to general checking to cover December and early-January expenses; the council approved the transfers by voice vote.
Council members said staff will confirm utility locations (Bluff Water Works) and coordinate with construction managers before significant excavation or mobilization.
The council did not record roll-call tallies in the meeting minutes beyond announcing unanimous approval for most items; the fee-waiver item later in the agenda passed with the requester abstaining.
