County staff preview architectural plans and a proposed sheriff’s policy vendor with AI-enabled policy app

County staff updated commissioners on two separate administrative items Nov. 10: an architect’s initial concept for an upcoming project and a potential change in how the sheriff’s department manages policy documents.

Speaker 3 said the architect provided a first "blush" concept and staff have shown the draft to department offices; responses so far were positive. The plan is to complete designs so they can be submitted to the state and then begin financial planning with Grant and other staff.

On law-enforcement policy, Speaker 3 said the State Board now requires quarterly reporting for board accounts rather than the previous semiannual schedule; staff will distribute the quarterly report when available. Speaker 3 also described a vendor, Westfall, that produced a policy package and an accompanying app that includes an AI agent allowing users to query the policy content. The speaker said the county’s existing policy book (referred to in the transcript as "Relaxipol") is 532 pages; the vendor product is shorter, may cost less than the county’s current vendor, and would allow an app-based interface for officers. Speaker 3 cautioned that vendor-supplied policies are more municipality-focused, that customization and change management could be iterative, and that budget lines would need adjustment if the county adopts the new vendor.

Next steps: staff will continue evaluation, follow up on the quarterly reporting requirement, and inform the commission of any budget implications before a procurement decision.
