Commission staff opened a conversation about excise fees that have not been updated since 2011 and whether the county should change rates to increase revenue. "We've had those the same for many, many years... Since 2011," Speaker 2 said, and noted the county is not near the maximum fee levels currently allowed.
Commissioners discussed statutory deadlines and effective dates for fee changes and the practical steps to adopt new rates in time for the next year. Speaker 1 and Speaker 2 agreed that staff would circulate a detailed list of current fees and suggested any proposed changes be reviewed and possibly considered at the next meeting.
In the same set of year‑end housekeeping items, staff requested approval to transfer amounts between series within department budgets and to encumber departmental funds to cover costs into 2026. Staff said encumbrances in the county typically come from designated funds (LIT, highway) rather than County General and that last year the county encumbered little from County General.
Why it matters: Excise‑fee rate changes and encumbrance decisions affect county revenue and departmental operations for the coming fiscal year and must meet statutory timing requirements.
