Commissioners approve ordinance authorizing up to $3.5M in bonds; ratify $30,000 Sea Grant and routine transfers

The Rush County council voted to adopt Ordinance No. 2026-2 during its January meeting, updating prior action and formally authorizing the issuance of bonds for a district project in an amount not to exceed $3,500,000.

The measure was presented by staff as an administrative step to record the prior decision and to set a not-to-exceed bond amount. Commissioners moved to approve the ordinance; the motion passed by voice vote.

Finance staff then reported routine budget activity. A transfer of $7,925 from LIT public safety was reported for a replacement item and a transfer of $2,211 from county general was reported to purchase a county-owned computer for veterans service. Total encumbrances across funds were reported as $562,240.42 (county general $32,914.18; LIT $32,500; special service $26,447.43; cumulative bridge $160,330.70; local road & street $173,716; public safety county share $55,330; Sprint Highway $24,860; Crossing Grant Highway $24,860.22). Commissioners asked questions and approved the routine items.

The council also ratified Commissioner Charlie Smith’s December signature on a Rush County Sea Grant application for $30,000 earmarked for IT. A motion to ratify the signature was made and approved.

Why it matters: The ordinance clears an administrative step toward bond financing for the courthouse/district project and signals the county’s intent to proceed with design and procurement work this spring. The encumbrances and transfers reflect ongoing fiscal housekeeping and specific small purchases; the Sea Grant ratification preserves eligibility for a $30,000 grant award.
