Unidentified Speaker 1 presented the staff report and said the roadway was not included when the Mansions project was annexed previously. "State law requires that we do that. That was missed," Unidentified Speaker 1 said, explaining the city’s purpose in taking over the roadway now is to bring it up to code and use the right-of-way for utilities so no easements are needed. The county had consented to the annexation process, the staff report said, and the council received no public input during the hearing; the public hearing was opened and closed at 6:06 p.m. with no speakers.
On the consent agenda, the council approved remaining items while pulling items 7a and 7f (the quorum resolution) for later consideration; Diane Williams moved to approve the consent agenda with those exceptions and the motion passed unanimously. The council stated items 7a and 7f were postponed until the '20 third' meeting (date as stated in the record).
Elaine read the executive session notice, citing Texas Government Code sections 551.071 (consultation with attorney), 551.072 (real property), 551.073 (gifts and donations), 551.074 (personnel), 551.076 (security devices) and 551.087 (economic development). The council met in closed session on an RFQ for legal services requested by Councilmember Tim Hennessy.
After returning to regular session at about 6:40 p.m., Jaquetta Thayer moved "to cancel the RFQ and direct staff to notify firms who’ve expressed interest immediately and to schedule, set out goals and objectives for 2025 with our city attorney in executive session." Diane Williams seconded and the motion passed unanimously.
No ordinance vote occurred at first reading; the hearing will advance according to the council’s future agenda schedule. The meeting adjourned at 6:41 p.m.; council members said they would go to Cross Tracks Church to support flood-affected residents.
