The City of Liberty Hill voted unanimously to enter interlocal agreements with Williamson County to contribute $200,000 toward utility relocations for two segments of the Liberty Hill Bypass.
Staff explained the west-segment agreement (Segment 1) requires staged payments — 25% due at execution of the ILA, another 25% at mid-construction, and the remaining amounts at substantial completion — with the overall contribution accounted for through 2028. Council approved the west-segment ILA as corrected.
Council then approved a separate ILA for the east segment, which covers utility relocations from County Road 279 to Highway 29. Staff confirmed the agreements are county-led relocations and that the city’s contribution is to pay the county to perform the relocations where required.
Next steps: staff will finalize corrected signature blocks and execute the ILAs; payments will be made according to the milestone schedule described in the agreements.
