Councilmember (speaker 20) moved to adopt the ordinance and was seconded by Councilmember (speaker 18). The motion carried on a unanimous voice vote. The ordinance, as presented, annexes the county right‑of‑way segment and aligns with the city's stated plan to pursue roadway improvements in coordination with future development.
Staff indicated the annexation also affects emergency services and sales‑tax sharing under the ESD agreement that applies to the area. The council did not request additional public testimony or defer action.
