Liberty Hill outlines PureWater LHTX project and public outreach as pilot phase begins

City staff and consultant teams provided a progress update July 23 on the Advanced Water Purification Facility (AWPF), branded as PureWater LHTX, that Liberty Hill is pursuing to bolster long‑term water supply and meet stricter wastewater effluent limits.
Garver Engineering outlined the project's four phases: Phase 1 (pilot program planning), Phase 2 (pilot design and then pilot construction/operation), Phase 3 (design and bidding for a full‑scale facility) and Phase 4 (construction and startup). Presenters said the project is currently in Phase 2a, focused on designing the pilot facility that will collect the data needed for Texas Commission on Environmental Quality (TCEQ) review.
Presenters cited HDR master‑plan modeling that projects a 2050 maximum daily water demand of up to 10,000,000 gallons—compared with current capacity of approximately 1,500,000 gallons per day—and described recent regulatory drivers: the South Fork wastewater plant expanded from 2 to 4 MGD and a court‑modified permit lowered a phosphorus limit from 0.15 mg/L to 0.02 mg/L, a change consultants said requires additional treatment and supports reuse as a supply option.
Consultant Brent Eidson of Katz & Associates described outreach and messaging plans for potable reuse, emphasizing translation of technical material for the public. Katz has developed branding (PureWater LHTX), fact sheets, FAQs, a community presentation and a project website (purewaterlhtx.org). Eidson announced a public town hall on August 14 at the Liberty Hill Learning and Event Center and said the pilot demonstration facility will be available for public tours.
Technical timeline details presented at the meeting included an intended 6'8 month pilot operation to produce the monitoring data TCEQ will review; project staff said they will use that data to advise the full‑scale design. The project team said target substantial completion for the full‑scale facility is by 2030. Council members asked about schedule, public engagement and branding; staff agreed to continue coordination and to return with updates as the pilot moves into construction and operation.
No formal council vote was taken on the project at the July 23 meeting; the presentation served as an informational update and public outreach kickoff.
