Bluff Council adopts donation and art-display policies with edits

The Bluff Town Council voted Nov. 18 to adopt a donation policy and a separate art-display policy for town offices, with edits made on the floor.
Staff presented a donation-policy draft that would require a formal donation agreement for gifts valued at or above a suggested $5,000 threshold; council members discussed whether $5,000 was too low and clarified that GRAMA (public-records law) and federal reporting thresholds apply. Council agreed to require written donor acknowledgments and to make minor wording changes before finalizing. "If somebody's giving, like, 6,000, they... have to fill out the donation information," a councilmember said during the discussion.
Separately, council adopted an art-display policy spelling out that artists are responsible for installation, removal and sales transactions, and that the town does not facilitate financial transactions. Council removed a clause that would have required sold art to remain on display and directed staff to include contact information for featured artists on the website or near the display.
Both policies passed by unanimous voice vote with the changes discussed on the record.
