Town staff reported Nov. 18 on options to bring Bluff’s online documents into compliance with accessibility standards. Malia Collins summarized a meeting with Doc Access (partnered with Streamline), which proposed automated conversion of the town’s PDFs into accessible HTML and an accompanying visual-interpreter service.
"They said...their rates are about 3 to 6 cents per page," Collins said, and provided a pricing estimate described to council as approximately $3,000 annually or a monthly option around $2.50. Staff noted Doc Access offered legal coverage for accessibility lawsuits and a tool that helps visually disabled residents access maps and documents.
Council members requested clarification about whether accessibility would persist if the town canceled the service and discussed the company’s recommendation to keep only three years of records online (re-enabling older records on request to limit conversion costs). Members asked staff to confirm details and return with explicit contract terms at a future meeting.
