Liberty Hill — In public comment, Levi Lugo, a board member for Williamson County MUD 12, told the City Council that persistent hydrogen sulfide odors from Lift Station 12A (Kaufman Loop / De Siena Boulevard) are causing ongoing complaints from nearby Primrose School, Rancho Sienna Elementary and area residents.
Lugo said the lift station — owned and operated by the City of Liberty Hill — had been the subject of repeated requests for odor control improvements dating back to 2021. He said staff previously installed a small carbon filter on a vent and that a bi‑oxide odor‑control tank on‑site has remained empty and appears unconnected to the new wet wells since a rehabilitation project. "We still have odor issues, and sometimes the odor can be smelled several blocks away," Lugo wrote in an emailed comment read to council.
The MUD asked the city to: (1) study odor‑control measures and hydrogen sulfide (H2S) levels with a third‑party consultant, (2) implement an effective odor control plan for the station, and (3) add odor control to upstream lift stations that feed into the regional wet well. The comment specifically referenced nearby schools and residential cul‑de‑sacs as locations experiencing the odors.
Mayor and staff acknowledged the complaint on the record; staff did not announce a conclusive timetable in the meeting but took the request under advisement. Council members later discussed utility‑related budget matters and project priorities during staff presentations.
