"Those events are primarily put on to attract business to town," one councilmember said, arguing for inclusion of non-501(c)(3) entities that stage community events.
Others cautioned that a blanket waiver would transfer costs to taxpayers. "If we started waiving everyone just because they're 501c, it's almost like we're a charity," one councilmember said, urging criteria that distinguish public-serving presentations from private membership events.
Staff noted current fiscal-year rental income of $2,155 and said cleaning fees still apply when waivers are granted. Councilmembers asked staff to draft clarified language defining "local" and the categories eligible for waivers; the motion that had been on the floor was retracted and the topic will return for a vote at the council's Dec. 2 meeting.
