Rush County commissioners approved required paperwork for a Community Development Block Grant (CDBG) wastewater construction application and confirmed the county’s local matching funds.
Staff (Speaker 6) presented a packet that included a HUD disclosure report, a resolution authorizing application submission and a local match letter. Speaker 1 moved to sign the HUD disclosure report, and the motion passed by voice vote. The board then approved the resolution authorizing submission of the CDBG application and acknowledged a local match amount described in the packet (Speaker 1 referenced $197,894 as coming from a local development fund). Finally, the board moved to sign the local match letter to the CDBG program manager (Steven Saint John), which also passed by voice vote.
Speaker 6 also described a program-specific green-infrastructure form that would request points for energy-saving measures (for example, pump and equipment energy savings). The form was incomplete in places but Speaker 6 said they would submit it to preserve potential points ahead of the Dec. 19 application deadline; staff warned that Anderson Township’s CDBG eligibility depends on housing bids being accepted and under contract before the application is finalized.
Why it matters: The approvals move Rush County and Anderson Township forward in pursuing CDBG construction funding for wastewater improvements but create a dependency: if housing bids are rebid or not under contract in time, the township’s application may miss the current round.
