The Westborough Select Board authorized the town manager to finalize and send a letter asking the governor to include approximately $1.5 million for the Otis Street Corridor project in the Commonwealth’s FY26 capital plan.
Town Manager Christy told the board that the project originally had a lower estimate (about $5.5 million) but inflation and scope changes have driven a new estimate of roughly $9 million. The town has already committed $250,000 in ARPA funds and secured other sources, including a MassWorks grant and $2 million from MassDOT for the intersection work, but staff said additional state capital plan inclusion would help close the gap.
Christy said the next steps are to submit a contract amendment requests to MassWorks and continue to pursue other funding or scope reduction if necessary. Board members asked about who has final authority to change project scope for state-owned portions of the project and were told MassWorks and MassDOT will provide guidance; the town will report back to the Select Board and Planning Board as the process evolves.
Next steps: town staff will send the letter to the governor’s office and the state agencies named in the draft, continue discussions with MassWorks and MassDOT and provide updates to the board when responses are received.
