Council refers 'Framingham Trust in Local Law Enforcement' ordinance to rules, ordinance & ethics subcommittee

Several councilors urged a subcommittee process to "thrash this out" and to ensure participation from police leadership; Deputy Chief Riley had attended prior discussions and was named as a stakeholder.
After extended remarks about the importance of collaborative drafting and the need to consider the welcoming-ordinance framework, a motion to refer the ordinance to the rules, ordinance and ethics subcommittee passed 9–2.
