Davis County Commission approves property tax ordinance, budget adjustments and multiple contracts

Davis County commissioners on Dec. 16 adopted an ordinance updating county code related to property tax reductions, waivers and adjustments, approved final 2025 budget changes, and authorized several contracts across county departments.
The commission voted to adopt an ordinance creating Chapter 3.09 of the Davis County Code addressing property tax reductions, waivers and adjustments. Chair Lorraine Kamalu said the ordinance would take effect after the county fulfills the provisions of the cited Utah Code section. The motion to approve the ordinance passed unanimously.
Controller Scott Park presented adjustments to the 2025 operating and capital budgets, noting higher-than-anticipated dental and utility costs, increased pharmacy costs for inmates (about $110,000), and net budget changes of roughly $991,000 across funds; some departments saw offsets such as increased golf revenue of about $800,000. The commission opened a public hearing with no speakers, closed it, and adopted Resolution 2025-33 to finalize the adjustments.
The commission also approved multiple contracts and professional services agreements:
- A five-year auditing services contract with Squire & Company for a total of $295,000 (roughly $55,000 in year one with 3% annual increases). Scott Park said Squire came in as best value following a bid process.
- A professional services contract with Planning Outpost LLC for a comprehensive update to the Davis County General Plan and related titles for $135,700 (12/16/2025–12/31/2026).
- A contract with the Utah Cultural Alliance Foundation for a calendar export feed (Discover Davis) for $30,000 (12/16/2025–10/31/2028).
- A Nearmap US Inc. renewal for aerial imagery at $70,480 for 12/22/2025–12/22/2026 to support assessor and other county systems.
- An amendment to a contract with Western States Lodging Management, extending terms through 12/31/2026 and adjusting payables to 5% of gross revenue sales for 2026.
Kent Anderson presented several Community and Economic Development items including acceptance of a special warranty deed for property at 49 E 200 S in Clearfield (for Northern Utah Counseling Center aging services), and a temporary access license for Utah State University’s Water Research Laboratory to install monitoring equipment in the Syracuse drain to assess inflows to the Great Salt Lake; items 8–12 were approved together.
Commissioners also approved consent items 17–24 covering event rentals, sponsorships and related tourism-fund activity, and then recessed to the Board of Equalization to approve the property tax register (which included a set of appeals, abatements and corrections totaling the amounts reported by the controller).
The meeting concluded with announcements and the meeting adjourned at 11:38 a.m.
