The Davis County Commission on Jan. 6 approved an agreement with Westline Construction to serve as construction manager for the Bountiful Branch Library renovation. The agreement begins Jan. 6, 2026, and runs through Dec. 31, 2027; staff said the guaranteed maximum price (GMP) will be established after project design and bids.
Lane Rose presented the item and described the renovation as a long-planned project that will move into procurement and pricing in 2026. "This is one of the things that we will see in 2026 that finally starts to take shape," a commissioner observed during discussion, noting the county will present design and price details to the commission at a later date.
Commissioners had no substantive questions and voted to approve the construction-manager services agreement. Staff said the construction-manager contract is payable later through a GMP mechanism once bids and design prices are finalized.
Next steps: staff will proceed with bid packages and return with the guaranteed maximum price and schedule for commission approval.
