Davis County ratifies Code Blue winter-services agreement with state agency

The Davis County Commission on Jan. 6 unanimously ratified an agreement with the Utah Department of Workforce Services (DWS) to operate Code Blue winter overflow services, approving a receivable for $110,420 covering Oct. 15, 2025, through April 30, 2026.

Kent Anderson, presenting the item, said the agreement is a receivable to support the county’s winter overflow operations. Ryan Parker, the county’s new housing and homeless coordinator, described early operations and community support: "We've already had a few code blues and people have already been coming receiving services and the volunteer outpour and the support from the community has been overwhelming." Parker said just over 300 volunteers have signed up and that staff used hotel and motel vouchers to place two families during recent Code Blue nights. He added that the maximum number of visitors on the busiest night to date was four.

The operation is funded in part because recent state law requires counties of the second class to provide warming facilities; Anderson told commissioners the receivable will help cover those obligations and local service delivery. Commissioners asked no questions and moved to approve the ratification; the motion passed with verbal "aye" votes and no recorded opposition.

The commission’s action authorizes county staff to accept the DWS funds and continue warming-center operations through the winter season. Staff signaled they will continue coordinating volunteers and reported the immediate need is being met while the program scales.

Next steps: acceptance of funds and continued operation of Code Blue services through the winter season under the term specified in the agreement.
