Coos Bay staff review park grant pipeline, from wildfire mitigation to Mingus Park restrooms

City staff delivered monthly park project and grant updates to the Coos Bay Parks Commission, covering wildfire mitigation equipment, Mingus Park restroom and rewilding work, a security grant application, and ongoing coordination on bicycle and pedestrian planning.
On wildfire mitigation at John Tapitz Park staff said a letter of intent was submitted and corrected an earlier staff report: the city is requesting $225,000 to purchase a used excavator with a mulching head plus a separate mulching head attachment for the existing skid steer to expand defensible-space work. Staff also identified a separate Action Implementation and Mitigation (AIM) program opportunity and submitted a concept paper requesting $75,000 to support ongoing mitigation efforts.
Staff reported the Judith Ann Mogan Foundation grant period for Mingus Park restrooms and rewilding has concluded and staff are preparing the final report. A Reeser Family Foundation application for $55,000 was submitted Aug. 1; a site visit on Oct. 15 drew positive comments from the foundation representative and grantee selection is expected in December 2025. Installation of the Mingus playground restroom pad and precast restroom is scheduled for late March 2026, with RomTech preparing plans and calculations.
Staff told the commission a CIS security enhancement grant was submitted Oct. 13 requesting $1,010,000 to install exterior security cameras at the Mingus Park restroom to deter vandalism and improve post-project monitoring. Staff also noted rewilding plantings by Coos Watersheds were completed on Oct. 14 and that signage development will proceed following review by local tribes.
Commissioners praised staff efforts on grant writing and outreach; multiple speakers specifically thanked Christina for supporting the site visits and application presentations. No action was taken; staff will continue grant follow-up and report back on award decisions and implementation milestones.
