Scappoose council reads two proclamations, approves appointments and cancels Nov. 3 meeting

The Scappoose City Council amended and approved the Oct. 20 agenda to include proclamations and discussion of canceling the next meeting, then read two proclamations and handled routine business.
Mayor Joseph A. Backus read a proclamation recognizing October as National Domestic Violence Awareness Month and thanked organizers of the Columbia County Domestic Violence Walk for advocacy and outreach. He also read a Veterans Day proclamation asking citizens to observe Nov. 11, 2025, with appropriate ceremonies honoring veterans.
During the consent agenda the council approved minutes from prior meetings and appointed Harry Bloodworth and Peter Williamson to the Planning Commission. Peter Williamson was present and thanked the council for the appointment. Councilors moved and approved the consent agenda by voice vote.
Councilor Haugen moved, with a second from Councilor Markey, to cancel the Nov. 3 council meeting because there was little scheduled business; the motion carried by voice vote. The council noted the next regular session will be Nov. 17, with a 6 p.m. work session and 7 p.m. regular meeting.
What happens next: The proclamations were read into the record; appointments and the calendar change were adopted as part of the consent agenda and voted motions. The council also announced upcoming community events such as downtown trick-or-treat on Oct. 31 and an EDC meeting on Nov. 20.
